11Andrei Chikatilo

Andrei Chikatilo was a Russian serial killer who targeted children and was said to have used parts of their anatomy as chewing gum while he walked the streets. The Soviet state was adamant that serial killers were a product of western moral failings and that the crimes were not related. Many of his victims were pinned on other men including his first murder even though a great deal of evidence pointed in his direction at the time. Andrei's job was to travel between factories delivering parts which let him spread out murders in different jurisdictions which of course was hampered by a lack of communication between police services. He was at one point arrested for acting suspiciously in public and found to have knives, rope, and Vaseline in his possession but this did not lead to him being charged with any murders.
12Richard Ramirez

Richard Ramirez, AKA “The Night Stalker”, who killed 13 people in the 80s once tried escaping from prison and had shoved multiple things, including an “I Luv Chocolate” Sticker, up to his ass for supplies.
13Hadden Clark

Hadden Clark, a serial killer and cannibal currently serving life in prison has a brother, Bradfield Clark, that he was estranged from for most of his life. As it would turn out not only did his brother murder his girlfriend, but he roasted chunks of her breasts on a BBQ and ate them.

Randall Woodfield, the I-5 Killer who killed up to 44 people was drafted by the Green Bay Packers in the 17th round of the NFL Draft but was cut from the team during training after a series of indecent exposure arrests.
15Dennis Nilsen

Scottish serial killer Dennis Nilsen once killed a man with a headphone cord, before listening to music on those same headphones. Later in his life, he found a guy outside, clearly disoriented. He called an ambulance and the guy was brought to the hospital. The guy came back the next day and thanked Nilsen, after which Nilsen killed him.
16Russell Williams

Russell Williams was the commander for Canada's largest airforce base. He flew dignitaries like the Prime Minister and Queen Elizabeth around. He also broke into homes to steal women/girls underwear and took selfies for years until he progressed to rape and murder.
17Cody Legebokoff

Cody Legebokoff is one of Canada’s youngest serial killers (Age 19/20) - killing 3 women and a teenage girl. When he was caught in Late November 2010 covered in blood, he claimed he clubbed a deer to death because “I’m a redneck, that’s what we do for fun.” The only reason he was caught that night was because of erratic driving and after his explanation the lack of hunting permit in accordance with the Canada Wildlife Act. The blood trail led to one of his victims, and then Legebokoff’s DNA connected him to his 3 previous victims.

18Richard Chase

Richard Chase was a serial killer who would only go into people’s home if their front door was unlocked because otherwise he “didn't feel welcome.” He believed he was a vampire and thus he could not go into a home if it was locked, which is a part of vampire mythology.
19Albert Fish

Albert Fish would stick needles into his pelvis when he was masturbating. He would stick them so deep sometimes they would get stuck. When he told this to police, they didn't believe him until they saw the x-ray of needles still embedded in his pelvis. He had children of his own, and was by all accounts a very kind and gentle father, and never even raised a hand on his own kids. He cooked and ate a little girl once and then sent a letter to her parents about what she tasted like.
20Robert Hansen

Robert Hansen would kidnap women and turn them loose in the Alaskan wilderness, where he would then hunt them down like animals and kill them. He didn't have the highest number of victims, but his method of hunting them for sport is absolutely insane.
