Albert DeSalvo’s Accidental Texas Honor

In the 1970s, Texas state representative Tom Moore Jr. introduced a bill honoring Albert DeSalvo, the man widely believed to be the Boston Strangler. DeSalvo had confessed to murdering 13 women in Boston between 1962 and 1964. Moore intentionally drafted the resolution praising DeSalvo for his supposed work in “population control” to demonstrate how easily legislation could pass without scrutiny. Members of the Texas House of Representatives approved the resolution without noticing the name attached to it.
