Mexico's Constitution Enshrined Social Rights

The first constitution in the world to enshrine broad social rights was Mexico's Constitution of 1917. Its original Article 3 made primary education compulsory and required education provided by the state to be free and secular. Alongside Article 27 on land reform and Article 123 on workers' rights, the document preceded Soviet Russia's 1918 constitution and Germany's 1919 Weimar Constitution.
