In 2008, Nebraska passed its first child surrender law to let parents safely relinquish babies under 30 days old. Because lawmakers forgot to set an age limit, parents began dropping off much older children, many of them between 10 and 17. The unexpected surge of abandoned teens forced the state to quickly amend the law to cover only infants.
