In 1991, the U.S. teen birth rate stood at more than four times its 2022 level. Apart from brief increases in 2006 and 2007, the rate declined steadily until it reached a record low of 13.5 births per 1,000 girls and women aged 15 to 19. Experts linked the decline to increased abstinence, wider access to contraception, and pregnancy-prevention programs.
