France Barely Spoke French Once

As recently as 1794, most people in France did not speak fluent French, and only about 11% of the population used it fluently. Instead, many people spoke regional languages such as Occitan, Breton, Alsatian, and others tied to local identity. French became the majority language later as the state pushed heavy assimilation efforts across the country.
