General Leslie Groves, who later served as director of the Manhattan Project that helped develop the first atomic bomb, had previously overseen construction of the vast office complex that became the Pentagon. As an Army engineer, he managed the rapid wartime building effort that created the new War Department headquarters in Arlington, Virginia.
