In 2013, the Pentagon's research arm, DARPA, launched the Upward Falling Payloads program, which aimed to seed the deep ocean floor with dormant capsules holding sensors, drones, and other nonlethal systems that could be remotely triggered to "fall upward" and support U.S. forces at sea.
