After Rome declared war on Carthage at the start of the Third Punic War, the Carthaginians tried to appease them and sent an embassy to negotiate. The Romans demanded that Carthage hand over all of its weaponry, and the city complied, surrendering its arms as a sign of obedience. Once Carthage stood disarmed, Rome attacked anyway.
