In 1991 at Brockville Psychiatric Hospital in Ontario, Canadian child killer Peter Woodcock, then using the name David Michael Krueger, received his first unsupervised weekend pass after decades of treatment and being deemed safe. Within an hour, he and former patient Bruce Hamill lured fellow patient Dennis Kerr into nearby woods and killed him with a wrench, hatchet, and knife. Krueger then walked to a police station and turned himself in, and officials transferred him back to Oak Ridge at the Penetanguishene Mental Health Centre. He later said treatment had not cured him, and it "served only to make him more adept at manipulating others."
