Skyscraper-Highway Compromise

There's a skyscraper in Japan through which a highway passes on its 5th, 6th, and 7th floors. This unique tower resulted from a peculiar compromise between the landowner and the Japanese government. While the owner aimed to redevelop the building, the government had already planned the expressway.
