If the brainstem, the part of the brain that controls most body movements, is damaged, a person can experience "locked-in" syndrome, where they are fully conscious but unable to move or speak, except for the muscles controlling eye movement. It can be caused by toxins, blockage of the basilar artery, or other brainstem damage.
