Gambling Loophole

Gambling for cash is nominally illegal in Japan, but a legal loophole allows for pachinko gambling. Pachinko balls won from games are exchanged for “special prize” tokens which are sold for cash to a separate vendor off-premises. These vendors then sell the tokens back to the Pachinko parlor.
