Great Tower Building

There is a skyscraper (Great Tower Building) that has a highway passing through its 5th, 6th, and 7th floors in Japan. The tower is the result of a strange compromise between the landowner and the Japanese government. The owner wanted to redevelop the building but the government had already planned the expressway.
